DOM authority indexing fixes (partial fix for 1906)

To fully install this patch, the following steps
are required:

1. perl Makefile.PL
2. make
3. make update_zebra_conf
4. restart zebrasvr
5. reindex authorities using rebuild_zebra.pl -a -r
