Allow all argument forms to GetBranchesLoops.

Allow arguments to be specified in the negative (i.e. 0).
Allow function to be called with no arguments.

This supercedes the patch titled:
Allow GetBranchesLoop to intuit IndependantBranches if not specified in argument.
